Krystal Paco-San Agustin is the director of communications of the Office of the Governor of Guam. In this capacity, Krystal provides emergency management and crisis communications solutions aimed at bridging resource gaps, enhancing resilience, and fostering a culture of readiness. She has served as a reliable voice during crises, including the dengue outbreak, the COVID-19 pandemic, and Typhoon Mawar. In order to promote timely and effective communication across the island of Guam, Krystal fosters partnerships between the government, the private sector, and nonprofit organizations. She is driven by a desire to make the government more accessible and responsive to constituents’ needs in a climate of declining public trust.
